During the Second Plan period, family pkanning bureaus were established in every state at its headquaters with an Additional Director of Health Services and Family Planning to direct the programme.At the District level, since 1963, there are District Family Planning bureaus under the the charge of District Family Welfare Officers with facilities for publicity services, sterilization and the Intra Uterine Contraceptive application.
